The Situation
Percheron is known for using our integrated services to provide innovative and cost-effective solutions to project challenges while offering a single point of contact and consolidated reporting and invoicing. Based on this reputation, a large pipeline company selected Percheron to provide land, survey, and title solutions for a 95-mile greenfield pipeline running through Pennsylvania, Ohio, and West Virginia. The project was ripe with challenges including rugged mountainous terrain, no condemnation rights, difficult winter safety conditions, multiple re-routes, a demanding schedule and rigorous, and client specific safety requirements.
The Strategy
Considering the best way to proceed with this project, Percheron engaged three of its disciplines to work in tandem to accomplish one goal – completing the project on-time and on-budget. With our nationwide, standardized methodology, Percheron planned to save the client money by ramping crews and team members up and down as dictated by the project. Percheron also decided to circumvent mileage and per diem costs for title agents by utilizing our in-house title team. Additionally, Percheron team members planned to attend in-depth safety trainings and implement detailed project specific Safe Work Plans to ensure that the client’s stringent safety standards were met and that all team members returned home safely each day. All three disciplines intended to stay in close contact and to hold each other accountable for completing their tasks safely within the planned budget and schedule.
The Success
Percheron used an integrated survey, land, and title team to provide the following solutions:
Survey
- Establish GPS ground control
- Survey the preliminary route
- Survey centerline
- Locate foreign pipelines
- Prepare easement acquisition plats for 500+ tracts.
Land
- Obtain survey permission for approximately 260 tracts
- Negotiate with landowners and acquire pipeline right-of-way easements
- Provide on the ground support
Title
- Research title in-house using online resources
- Obtain vesting title, tax cards, and tax maps
- Provide survey with title documents containing meets and bounds
- Run 30-year title on every centerline tract
- Produce Limited Title Certificate and Chains of Title for all centerline tracts
Despite the tough challenges and numerous reroutes faced on this project, the multiple disciplines communicated daily, enabling each service area to attain success based on the daily achievements of the other service areas. Because our team collaborated to help support and strengthen one another, we completed the project on-time and on-budget. Perhaps even more importantly, we completed the project with an impeccable safety record, keeping both our team and the community safe.
