Carlos Hinojosa is Director/SME, South Central – Environmental for Percheron, LLC. He possesses over 18 years of experience in the environmental consulting industry. Carlos spent his last 8 years at Enterprise Products Partners, L.P. (EPROD) managing large-scale linear projects in Texas, Louisiana and Oklahoma.
He has technical and project management experience specializing in comprehensive environmental impact analysis under the National Environmental Policy Act (NEPA), Clean Water Act (CWA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA) and various state environmental resource protection legislations. Carlos' specific technical project experience encompasses wetland delineation, threatened/endangered (T&E) species, biotic community analysis and land use surveys, mitigation plan preparation, preparation of permit applications, and environmental monitoring for linear corridor projects in the oil and gas industry.
Carlos holds a Bachelors degree from Texas A&M University. He has professional training in Wetland delineation, regulations and mitigation from the Wetland Training Institute (WTI).
